Stricter Regulations for Driving Licence
The Ministry of Road Transport and Highways (MoRTH) has recently introduced stricter driving licence rules in India to enhance road safety. These updated rules, effective from June 1, 2024, employ stricter assessments and better training for new drivers. These modifications will also simplify the application process, making it more efficient and accessible. Key Changes for Getting a New Driving Licence in India

1. Change in Driving Tests Location

Starting June 1, 2024, the driving test can be conducted at private driving schools instead of government RTOs. These institutes will have the authority to conduct tests and provide a passing certificate.

2. Focus on Environment

The new driving licence rule in India will also contribute to reducing the pollution levels in the country and promote the use of electric vehicles (EVs). As a result, around 900,000 outdated government vehicles will be phased out to reduce emissions.

3. Tougher Penalties

These new rules will impose strict and tougher penalties in case a minor is found driving. The over speeding fine will remain the same, but minor driving offences will now result in a fine of ₹25,000 on the minor's parents and cancellation of the vehicle’s registration. Additionally, the minor, in this case, cannot apply for a driving licence until they are 25 years old.

4. Minimal Paperwork

While the application process remains the same, the new rules aim to reduce the requirement for heavy paperwork. You will now need to provide only the necessary documents for new driving licence applications and will be notified in advance about this.

Changes for Driving Schools

  • The authorised private driving schools must have at least one acre of land for two-wheelers and two acres for four-wheelers.
  • The trainers must have a minimum of five years of driving experience along with a high school diploma or equivalent. They must also be trained in biometrics and IT systems.
  • The training courses must be 29 hours over 4 weeks duration for LMVs and 38 hours over 6 weeks, with 8 hours of theory and 31 hours of practical for HMVs.
  • According to the new driving licence rule in India, the training institute must be equipped with suitable testing equipment and facilities.
  • If schools are found to issue renewed or new driving licences without proper training, they will be charged with a penalty of ₹5,000.
